Wherever you come out on the cellphone and cancer question, one thing is clear: How we live with cellphones, along with our exposure to the radiation they emit, has changed dramatically over the past several decades. That has policy implications; it’s something regulators, researchers, and cellphone companies need to pay attention to. In that context, a few things should happen:

So of course now that we understand that the cases are not tested and just the material--it makes sense! We measured power density levels all around the case-the shielding material most likely isn't used "all over" because then the phone couldn't receive signal and wouldn't be able to engage in a call.  That's why we did not see even close to a 99% reduction when some cases were on the phone.  In fact, watch the video and you'll see some readings are more than 20% higher with a case on vs the naked phone.
The next scientific step will be to determine what this means for humans. The peer-reviewed papers will be passed on to the US Food and Drug Administration, which is responsible for determining human risk and issuing any guidelines to the public, and the Federal Communications Commission, which develops safety standards for cell phones. The FDA was part of the group of federal agencies who commissioned the studies back in the early 2000s.
But the results of these two rat studies align with those of the biggest cell phone-radiation human study to date, INTERPHONE. The INTERPHONE study, published in 2011, was a coordinated effort by researchers at 16 institutions across 13 countries, and found that the heaviest mobile phone users were more likely to develop glioma—the same type of brain cancer the NTP study found in the male rats. “So there’s a concordance between the animal and human data,” Melnick says.

The World Health Organisation (WHO) released a fact sheet about these issues, shortly after the IARC re-classification, entitled "Electromagnetic fields and public health: mobile phones". The fact sheet points to the findings of the IARC and describes some of the known short-term and long-term effects of phone use, but ultimately, it lands on the side of where the most conclusive evidence exists:

I also searched around to see if cell phone radiation was anything to worry about anyway. I turned up enough information from a lot of different credible sources to convince me it was worth protecting against the possible damaging effects of this radiation. IF there is no real health impact, then having a protective device would be overkill, but I figured better overkill than discover in time people started developing problems as a result of heavy cell phone use.

By not formally reassessing its current limit, FCC cannot ensure it is using a limit that reflects the latest research on RF energy exposure. FCC has also not reassessed its testing requirements to ensure that they identify the maximum RF energy exposure a user could experience. Some consumers may use mobile phones against the body, which FCC does not currently test, and could result in RF energy exposure higher than the FCC limit.

Radio base licensing procedures have been established in the majority of urban spaces regulated either at municipal/county, provincial/state or national level. Mobile telephone service providers are, in many regions, required to obtain construction licenses, provide certification of antenna emission levels and assure compliance to ICNIRP standards and/or to other environmental legislation.
However, there have been some studies that have shown that rats can develop a specific type of brain tumor, called a schwannoma, if they're subjected to prolonged radiofrequency radiation. These studies examined thousands of rats and mice, and exposed them to a variety of radiations — everything from "near-field" (which is what you get holding a phone to your ear) to "far-field" (which is what you get walking through everyone's Wi-Fi signals at Starbucks).

But if you wear your device in your pocket, you’re probably not going to have that 5mm separation, meaning you may be exposed to more radiation — perhaps enough to exceed current standards.

Cordless Phones - Most homes have cordless phones. Many of these cordless phones operate within 2.4GHz 5.8 GHz. These phones are high in electromagnetic radiation particularly when they get over 2.4 GHz. At this level they are operating at the same frequency as a cell phone. There's a lot of talk in the news these days about whether or not cell phones emit enough radiation to cause adverse health effects. The concern is that cell phones are often placed close to or against the head during use, which puts the radiation in direct contact with the tissue in the head. There's evidence supporting both sides of the argument.
I just received this pouch today and it seems to be well-made. I did slide my phone into it (Droid Ultra) and it is snug, but fits. I think my son will also be able to put his ipod in the pouch which is helpful. I mostly bought this because my son puts his phone and ipod in his pocket all the time and I am concerned about the long-term effects of radiation exposure especially so close to his reproductive parts. One of the studies reports that male rats exposed to very high levels of radiofrequency radiation grew tumors around their hearts. Female rats exposed to the radiation didn’t, and neither male nor female mice showed obvious health problems in a second study. Neither study turned up clear evidence that radiofrequency radiation causes brain tumors, although the researchers are continuing to investigate. The studies are drafts that haven’t yet been reviewed by outside scientists.
But, dear reader, don’t think we’ve reached a “case closed” moment: Unfortunately, even the best evidence on cellphones and brain tumors is far from ideal. Remember, these cohort studies are still observational research — not experimental studies like RCTs. That means they can’t tell us about causation, and there are still many ways they could be biased.
The guidelines recommend keeping phones away from the body when they’re not in use—in a backpack, for example, rather than a pocket—and sleeping with phones away from the bed. People may also choose to use speakerphone or a headset to make calls, rather than holding the phone to their heads. (They should remove their headsets when they’re not in use, though, as these devices also emit small amounts of RF frequency.)
There are theoretical considerations as to why the possible risk should be investigated separately in children. Their nervous systems are still developing and, therefore, more vulnerable to factors that may cause cancer. Their heads are smaller than those of adults and consequently have a greater proportional exposure to the field of radiofrequency radiation that is emitted by cell phones. And, children have the potential of accumulating more years of cell phone exposure than adults do.
So, what types of RF are these cases intended to block? If they block the frequency being used by the phone than if the blocking is complete the phone won’t work. If it’s partial than, as noted by the FCC and related in the article, the phone may attempt to compensate for the weakened signal by increasing it’s signal strength, thereby emitting higher levels of radiation itself, and reducing battery life in the process.
As our video points out: Measurements will vary with signal strength and other factors and that includes ambient energy. I talk about ambient energy in a lot of my videos-it's the energy that's in whatever environment I happen to be measuring in that's coming from a source of wireless energy that isn't the subject of what I'm measuring.  My home is not a lab of course, but fortunately it's always measured very low for RF radiation. 
A cellular phone is basically a radio that sends signals on waves to a base station. The carrier signal generates two types of radiation fields: a near-field plume and a far-field plume. Living organisms, too, generate electromagnetic fields at the cellular, tissue, organ, and organism level; this is called the biofield. Both the near-field and far-field plumes from cell phones and in the environment can wreak havoc with the human biofield, and when the biofield is compromised in any way, says Dr. Carlo, so is metabolism and physiology.

We asked Dr. George Carlo his thoughts on EMF cases and shielding products, “most offer some protection, some of the time, to some people, because they can alter the immediate electromagnetic field environment around the person,” and immediately emphasizes the importance of “some,” which seems to tell us that it’s vastly unpredictable. “All waveforms in the environment are highly variable and they interact with other factors in the environment that make them even more variable.” This pretty much sums up that the artificial electromagnetic energy universe is vastly unpredictable.

Note: most wireless devices can connect non-wirelessly, sometimes an easy-to-find adaptor accessory is required to use cords/cables.

Dr. Carlo, wrote a  Medical Alert ten years ago. He cautioned people with EMF sensitivity against relying upon widely-available EMR Protection Products to prevent the effects of EMF exposure. He noted that EMF sensitive individuals were reporting the opposite effect: people found their symptoms and/or sensitivity worsened. Specifically, severe “symptom relapses.” Dr. Carlo noted:
These expert committees determined that there are indeed gaps in the knowledge concerning the implications of exposure to this radiation, and therefore they called for further studies on the subjects and recommended to adopt the “precautionary principle". This principle adopts simple and relatively cheap means to reduce exposure to the minimum radiation levels possible with existing technology.

The dangers of driving and texting are old news; if someone were to be harmed by their cellphone’s radiation, though, that would make headlines because novelty grabs people’s attention. In psychological experiments where people have to choose images, they gravitate towards ones they haven’t seen before — a phenomenon known as the novelty bonus. So if I wanted to grab a reader’s attention, I’d bet on a hypothetical headline that said “For the first time, cellphone radiation causes brain cancer in humans” over “Another person has died today from driving and texting.”

Another way to think about the situation is to consider the steady state power emission of .02 Watts and ask how long it would take to heat up your body by one degree Celsius if your entire volume was exposed. Take your body mass to be 100 kg and approximate it as being composed entirely of entirely of water. If all of the radiation was absorbed and went into heating you up (which it isn’t), it would take 20900000 seconds (specific heat*mass*1 degree/power) or 241 days to heat you up by one degree. Fortunately, you have metabolic processes in your body, or possibly air conditioning, to mitigate this heating.

The government’s policies must change. Cell phone users should make their voices heard to prompt the FCC and manufacturers of cell phones and cases to ensure that these accessories never increase and, to the extent possible, decrease, users’ radiation exposure. At minimum, the FCC must take cell phone cases into consideration when it updates its standards to ensure that the use of a case will not expose people to more radiation than its legal SAR limit.  
The city council of Berkeley, Calif., has also acted. In May 2015, it approved a “Right to Know” law that requires electronics retailers to notify consumers about the proper handling of cell phones. CTIA-The Wireless Association, a trade group, is now trying to block that law from going into effect, as it successfully did after San Francisco passed its own Right to Know law five years ago.
But the pair of studies by the US National Toxicology Program found “clear evidence” that exposure to radiation caused heart tumors in male rats, and found “some evidence” that it caused tumors in the brains of male rats. (Both are positive results; the NTP uses the labels “clear evidence,” “some evidence,” “equivocal evidence” and “no evidence” when making conclusions.)
“We see either no change or very small increases in incidence in some tumor types,” Quinn Ostrom, the Baylor College of Medicine researcher who has been analyzing these cancer trends, explained. “I would be inclined to say this isn’t as much of an increase as you might expect if cellphones were causative [of brain tumors] due to the very sharp way use of these devices has gone up over the last 20 years.”

A phone's specific absorption rate (SAR) reveals the maximum amount of radiation the human body absorbs from the phone while it's transmitting. SAR testing ensures that the devices sold in the U.S. comply with the Federal Communications Commission (FCC) SAR exposure limit, but the single, worst-case value obtained from this SAR testing is not necessarily representative of the absorption during actual use, and therefore it is not recommended for comparisons among phones. In short, selecting a lower SAR phone will not reliably ensure lower radiation absorption during use. How many times do you put your cell phone in your back pocket when dashing to work or to a meeting? Maintaining a close proximity of cell phones to reproductive organs may not be the wisest idea when it comes to protecting reproductive health. There are alternate technologies that can be considered when looking to reduce cell phone radiation exposure which we don’t use. Why don’t we use them? Incorporating technologies such as antennas into a case can greatly reduce outgoing cell phone radiation levels when close to the cell tower, but not totally. If farther away, the cell phone signal levels increase, as does the radiation exposure to the body, possibly to unacceptable output power levels. This design does not reduce radiation exposure from the WiFi and Bluetooth RF because cell phones do not have the capacity to reduce their power levels whether or not an antenna is present. Maybe just as important, this design does not have the shielding capacity for ELF emissions which have the same dangers as the RF emissions. Other device attachments like buttons and stickers are minimally effective to totally ineffective, with no scientific basis. In short, there are no other technologies capable of up to eliminating all of the many potentially harmful cell phone emissions from hitting the body.
Limit your (and your children’s) cell phone use. This is one of the most obvious ways to limit your exposure to RF waves from cell phones. You may want to use your cell phone only for shorter conversations, or use it only when a conventional phone is not available. Parents who are concerned about their children’s exposure can limit how much time they spend on the phone.
We used a few measuring devices to test and see if this product actually blocks radiation and RFID, including a very sophisticated EMF reader. I am glad to say that this is actually a very effective way to reduce radiation. It is most effective on the front side, and when you have it closed and latched, there is very little exposure - only along the top, side and bottom opening.

Stephen Chanock, who directs the Division of Cancer Epidemiology and Genetics at the National Cancer Institute, remains skeptical, however. Cancer monitoring by the institute and other organizations has yet to show increasing numbers of brain tumors in the general population, he says. Tracking of benign brain tumors, such as acoustic neuromas, was initiated in 2004 by investigators at the institute’s Surveillance, Epidemiology and End Results program, which monitors and publishes statistics on cancer incidence rates. According to Chanock’s spokesperson, the acoustic neuroma data “haven’t accumulated to the point that we can say something meaningful about them.”
