By not formally reassessing its current limit, FCC cannot ensure it is using a limit that reflects the latest research on RF energy exposure. FCC has also not reassessed its testing requirements to ensure that they identify the maximum RF energy exposure a user could experience. Some consumers may use mobile phones against the body, which FCC does not currently test, and could result in RF energy exposure higher than the FCC limit.

Therefore your safest bet it keep your cell phone as far away from your ear and body as possible at all times. Don’t carry it in your pocket, tucked into a bra strap, and definitely don’t sleep with it next to your head.

A large prospective (forward-looking) study of nearly 800,000 women in the UK examined the risk of developing brain tumors over a 7-year period in relation to self-reported cell phone use at the start of the study. This study found no link between cell phone use and brain tumors overall or several common brain tumor subtypes, but it did find a possible link between long-term cell phone use and acoustic neuromas.
There is no strong or consistent evidence that mobile phone use increases the risk of getting brain cancer or other head tumors. The United States National Cancer Institute points out that "Radiofrequency energy, unlike ionizing radiation, does not cause DNA damage that can lead to cancer. Its only consistently observed biological effect in humans is tissue heating. In animal studies, it has not been found to cause cancer or to enhance the cancer-causing effects of known chemical carcinogens." The majority of human studies have failed to find a link between cell phone use and cancer. In 2011 a World Health Organization working group classified cell phone use as "possibly carcinogenic to humans". The CDC states that no scientific evidence definitively answers whether cell phone use causes cancer.[5][7][8]

There are numerous EMF/EMR blockers that you can stick on your cell phones, computers, (even microwave ovens for people who still use these). When you make a phone call, just flip the shielded front cover down when you put the phone against your head. It’s that simple. Can cellphone radiation cause cancer in humans? There’s no scientific consensus on this issue, but there is “some evidence” that exposure to radiation equivalent to that emanating from 1990s-era cellphones is associated with brain tumors in male rats, according to results of a US National Toxicology Program (NTP) study released last week (November 1). 
Remember: The cancer incidence data in humans, at least to date, suggests no avalanche of head and neck tumors. Since so many people are exposed to cellphones, if there were a big risk, we’d probably see it turn up. “If cellphones caused brain tumors at the rate that cigarettes caused lung cancer,” said Otis Brawley of the American Cancer Society, “we would have figured it out by now.”
As in the NTP study, Ramazzini investigators detected statistically elevated rates of heart schwannomas in male rats at the highest dose. They also had weaker findings linking RF exposure to cancer of glial cells in the brain, which were limited to females. Ronald Melnick, a retired NTP toxicologist who designed the NTP study, says a measure of consistency between the two studies is important, because “reproducibility in science increases our confidence in the observed results.”

"For example," Johnson said, "what does a fractal like pattern have to do with a hologram? The answer is, of course, nothing that is apparent. Then there is a truly convoluted assertion that cell phones can be instrumental in ‘psychoemotional' effects on humans because of their lower-frequency outputs. This too, is gibberish. If not, then how can the seller claim that the reported effects on cell cultures, muscle strength testing, plants, skin heating, or other biological effects are due to electromagnetic changes (see for example)? EWG met with representatives of Pong Research and fully agrees with its business premise that cell phone cases should decrease, not increase, radiation exposure. Pong hopes to carve out a niche by selling cases that lower the phones’ radiation exposure. We anticipate that as awareness of the potential risks of cell phone radiation grows, Pong and other companies will respond by marketing cell phones and cases that offer users good communication with less radiation.

The company's "Researches" page, for example, states that "Aires Technologies are more than 12 years (sic). For this period there have been conducted a number of studies on mechanisms of coherent transformers that effect on physical, chemical, technological and biological processes (sic). The studies were carried out in close collaboration with leading research and academic institutions."

Overall, the reviews of case-control studies seem to suggest there is perhaps no risk of cancer with cellphone use — unless you look at some subgroups (like people in blinded studies or people with long-term exposures). But these reviews are based on case-control studies — which are like the National Enquirer of the science world: cheap and often misleading.
5. Use an EMF shielding device. A variety of holsters and other cell phone holders and shields are available that claim to block radiation. If you buy such a product, look to see if it has an SAR (specific absorption rate) value. You want a shielding device that blocks the majority of EMFs. (SAR is a measure of the rate at which energy is absorbed by a body exposed to EMFs.) 
If you're looking for ways to limit your exposure to the electromagnetic emissions from your cell phone, know that, according to the FTC, there is no scientific proof that so-called shields significantly reduce exposure from these electromagnetic emissions. In fact, products that block only the earpiece – or another small portion of the phone – are totally ineffective because the entire phone emits electromagnetic waves. What's more, these shields may interfere with the phone's signal, cause it to draw even more power to communicate with the base station, and possibly emit more radiation.
I debated whether to give it 3 or 4 stars: on features, speed of delivery, and quality of construction, it definitely deserves 4 stars. If I can measure and verify the emf reduction, then I will change the rating to 5 stars. Since the whole point of using it is to block excess em radiation, I can't really give it 5 stars without more proof that it really does so.
The most common effect is heat generation (though non-thermal biological harm has also been demonstrated), which can alter the characteristics of various bodily tissues depending on the amount of radiation present and its ability to penetrate the body. Tissue damage can promote the cellular mutations and increase your long-term risk of developing cancer.
Several national and international agencies study different exposures and substances in the environment to determine if they can cause cancer. (Something that causes cancer or helps cancer grow is called a carcinogen.) The American Cancer Society looks to these organizations to evaluate the risks based on evidence from laboratory and human research studies.
Many respected scientists join them. “We found no evidence of an increased risk of brain tumors or any other form of cancer” from cell-phone radiation, says John Boice Jr., Sc.D., president of the National Council on Radiation Protection & Measurements and a professor of medicine at the Vanderbilt University School of Medicine in Nashville, Tenn. “The worry should instead be in talking or texting with your cell phone while driving.”
An analysis of data from all 13 countries participating in the Interphone study reported a statistically significant association between intracranial distribution of tumors within the brain and self-reported location of the phone (7). However, the authors of this study noted that it is not possible to draw firm conclusions about cause and effect based on their findings.
