The guidelines created a measure of the rate that body tissue absorbs radiation during cell phone use called the specific absorption rate (SAR). The SAR for cell phone radiation was set at a maximum of 1.6 watts of energy absorbed per kilogram of body weight. The limit was set due to the thermal effects of cell phone radiation (all RF radiation can heat human body tissue at high enough levels) - it was not set to mitigate other biological effects cell phone radiation might have such as DNA damage or cancer.
The cell phone industry is fully aware of the dangers. In fact, enough scientific evidence exists that some companies’ service contracts prohibit suing the cell phone manufacturer or service provider, or joining a class action lawsuit. Still, the public is largely ignorant of the dangers, while the media regularly trumpets new studies showing cell phones are completely safe to use. Yet, Dr. Carlo points out, “None of those studies can prove safety, no matter how well they’re conducted or who’s conducting them.” What’s going on here? While the answer in itself is simplistic, how we got to this point is complex.

EWG met with representatives of Pong Research and fully agrees with its business premise that cell phone cases should decrease, not increase, radiation exposure. Pong hopes to carve out a niche by selling cases that lower the phones’ radiation exposure. Several studies that will provide more information are under way. Researchers from the Centre for Research in Environmental Epidemiology in Spain are conducting another international case–control study—Mobi-Kids—that will include 2000 young people (aged 10–24 years) with newly diagnosed brain tumors and 4000 healthy young people. The goal of the study is to learn more about risk factors for childhood brain tumors.
In 2011, the International Agency for Research on Cancer (IARC), a component of the World Health Organization, appointed an expert Working Group to review all available evidence on the use of cell phones. The Working Group classified cell phone use as “possibly carcinogenic to humans,” based on limited evidence from human studies, limited evidence from studies of radiofrequency radiation and cancer in rodents, and inconsistent evidence from mechanistic studies (4).
The government’s policies must change. Cell phone users should make their voices heard to prompt the FCC and manufacturers of cell phones and cases to ensure that these accessories never increase and, to the extent possible, decrease, users’ radiation exposure. At minimum, the FCC must take cell phone cases into consideration when it updates its standards to ensure that the use of a case will not expose people to more radiation than its legal SAR limit.
The energy of electromagnetic radiation is determined by its frequency; ionizing radiation is high frequency, and therefore high energy, whereas non-ionizing radiation is low frequency, and therefore low energy.
