When the draft results of the papers were published earlier this year, all results were labeled “equivocal,” meaning the study authors felt the data weren’t clear enough to determine if the radiation caused the health effects or not. But the panel of peer reviewers (among them brain and heart pathologists, toxicologists, biostaticians, and engineers) re-evaluated the data and upgraded several of the conclusions to “some evidence” and “clear evidence.”

There’s not a lot of research on the effects of cell-phone use on children’s and teens’ health, the report acknowledges, but some studies have suggested that it may be associated with hearing loss, ringing in the ears, headaches and decreased well-being. This 2017 review, published in Neurological Sciences, looked at case-control studies on cellphone use, focusing on glioma, meningioma, and acoustic neuromas. This review was interesting because the researchers divided the studies by quality, and higher-quality studies — which tended to be funded by the government and not the cellphone industry — showed a trend toward an increased risk of brain tumors, while lower-quality studies did not. Overall, though, their meta-analysis found an increased risk of brain cancers (mostly gliomas) among people who were using cellphones for 10 or more years, and no increase in the risk of acoustic neuroma.

The study specifically used 2G and 3G frequencies — not the frequencies used on more advanced 4G or 5G networks. Researchers exposed the rodents’ entire bodies to the radiowaves for more than nine hours per day, for up to two years. (“A rat that is 2 years old is roughly equivalent to a 70-year-old person,” STAT News reports.) These exposure levels were much higher than what people would experience, John Bucher, senior scientist with the NTP, says in a statement. “So, these findings should not be directly extrapolated to human cell phone usage,” he says.
In addition, the findings might be influenced by the fact that the study subjects owned cell phones that were in some cases manufactured two decades ago. The way we use cell phones and the networks they’re operated on have also changed since then. Last, cancer can develop slowly over decades, yet the studies have analyzed data over only about a five- to 20-year span.
It also means regulators need to make sure their policies reflect new levels of exposure. The Federal Communications Commission currently oversees cellphone safety and sets the limits for how much radiation people should be exposed to. (This is measured by the specific absorption rate — the rate at which the body absorbs radio frequency energy — and the current limit for cellphones is 1.6 watts of energy per kilogram of tissue. The whole-body threshold is a SAR value of 0.08 watts per kilogram, and the tower radiation limit is 10 watts per square meter.)
Most of these early studies did not find an increase in the risk for developing tumors among mobile phone users. The main problem characterizing these studies stems from the fact that the development of cancer (in particular brain tumors) takes a very long time (at least 10-20 years and up to 40 years or more), while mobile phone technology is relatively new (as aforesaid, popular use began only in the mid-90s). Hence, these studies could not demonstrate risk even if such existed.
The U.S. Food and Drug Administration (FDA) notes that studies reporting biological changes associated with radiofrequency radiation have failed to be replicated and that the majority of human epidemiologic studies have failed to show a relationship between exposure to radiofrequency radiation from cell phones and health problems. The FDA, which originally nominated this exposure for review by the NTP in 1999, issued a statement on the draft NTP reports released in February 2018, saying “based on this current information, we believe the current safety limits for cell phones are acceptable for protecting the public health.” FDA and the Federal Communications Commission share responsibility for regulating cell phone technologies.

There are many proposed national and international standards, but that of the International Commission on Non-Ionizing Radiation Protection (ICNIRP) is the most respected one, and has been adopted so far by more than 80 countries. For radio stations, ICNIRP proposes two safety levels: one for occupational exposure, another one for the general population. Currently there are efforts underway to harmonise the different standards in existence.[26]
That’s why the International EMF Scientist Appeal and a number of health and safety organizations, including the American Academy of Pediatrics and the Environmental Health Trust, have called on the government to reassess the safe levels of exposure to cellphones and other wireless technology and then develop new consumer safety guidelines based on those assessments, Moskowitz said.

A few other health concerns have been raised about cell phone use. One has been whether the RF waves from cell phones might interfere with medical devices such as heart pacemakers. According to the FDA, cell phones should not pose a major risk for the vast majority of pacemaker wearers. So how concerned should you be about cell-phone radiation? Consumer Reports’ health and safety experts conducted a thorough review of the research and offer some guidance.

The scientists also found a statistically significant increase in lymphoma (cancer of the lymph nodes) among female mice and heightened rates of liver cancer in the male mice. All those findings were labeled “equivocal.”
A large prospective (forward-looking) study of nearly 800,000 women in the UK examined the risk of developing brain tumors over a 7-year period in relation to self-reported cell phone use at the start of the study. This study found no link between cell phone use and brain tumors overall or several common brain tumor subtypes, but it did find a possible link between long-term cell phone use and acoustic neuromas.

Since use of mobile phones by children began at a later stage compared to use by adults, the effects of exposure to mobile phones in this population have not yet been investigated. Considering their health sensitivity, the long life expectancy in the young population (probably involving the accumulation of significant exposure and development of morbidity in the long-run), and ethical issues involved in decision making regarding the population of minors, additional precaution is required in this population. Therefore, the Ministry of Health advises parents to reduce children’s exposure to mobile phones as much as possible, consider the age they start using them, reduce the amount of time mobile phones are used, and in any event, make sure they use earphones (not wireless) or a speaker when using the mobile phone.
According to the FTC, there is no scientific proof that so-called shields significantly reduce exposure from electromagnetic emissions. Products that block only the earpiece – or another small portion of the phone – are totally ineffective because the entire phone emits electromagnetic waves. Such shields "may interfere with the phone's signal, cause it to draw even more power to communicate with the base station, and possibly emit more radiation."[47] The FTC has enforced false advertising claims against companies that sell such products.[48]

This substantially changes the debate on whether cell phone use is a cancer risk. Up until this point, the federal government and cell phone manufacturers operated on the assumption that cell phones cannot by their very nature cause cancer, because they emit non-ionizing radiation. Whereas ionizing radiation—the kind associated with x-rays, CT scans, and nuclear power plants, among others—definitely causes cancer at high enough doses, non-ionizing radiation was believed to not emit enough energy to break chemical bonds. That meant it couldn’t damage DNA, and therefore couldn’t lead to mutations that cause cancer.


Another animal study, in which rats were exposed 7 days per week for 19 hours per day to radiofrequency radiation at 0.001, 0.03, and 0.1 watts per kilogram of body weight was reported by investigators at the Italian Ramazzini Institute (35). Among the rats with the highest exposure levels, the researchers noted an increase in heart schwannomas in male rats and non-malignant Schwann cell growth in the heart in male and female rats. However, key details necessary for interpretation of the results were missing: exposure methods, other standard operating procedures, and nutritional/feeding aspects. The gaps in the report from the study raise questions that have not been resolved.
