The recent study  about cell phones causing cancer in rats should be taken with a grain of salt when making the connection to humans . In particular, the rats in the study were exposed to radiation power densities of 0, 1.5, 3, or 6 W/kg (see p 7 in ref. 4 below). This would be equivalent of the 100 kg human getting up to 600 Watts — basically getting microwaved. As discussed earlier, cell phones are hundreds of times weaker.
California officials issued the new report in response to increasing smartphone use in the United States, especially among children. About 95% of Americans own a cell phone, according to a press release from the California Department of Public Health, and the average age for a first cell phone is now 10 years old. About 12% of people use their smartphones for daily Internet access.
Instead, we have to rely on “observational” data, tracking people’s real-world cellphone use and their disease incidence. Studies using observational data tend to be weaker, messier, and less clear-cut than experimental studies like RCTs. They can only tell us about associations between phenomena, not whether one thing caused another to happen. So that opens up a lot of the ambiguity we’re going to delve into next.
When we think of harmful radiation, things like X-rays or gamma rays usually come to mind, but these types of radiation are different from mobile phone radiation in important ways. Radiation on the ultraviolet side of visible light, like those types just mentioned, has a wavelength that is short enough to alter some of the chemical properties of the objects it interacts with. A few epidemiology studies have reported higher rates of tumors inside the skull among people who use cell phones heavily for 10 years or more. Of particular concern are benign Schwann cell tumors called acoustic neuromas, which affect nerve cells connecting the inner ear with structures inside the brain. These growths can in some instances progress to malignant cancer with time. But other studies have found no evidence of acoustic neuromas or brain tumors in heavy cell phone users.
What the study showed: Most published analyses from this study have shown no statistically significant increases in brain or central nervous system cancers related to higher amounts of cell phone use. One analysis showed a statistically significant, although modest, increase in the risk of glioma among the small proportion of study participants who spent the most total time on cell phone calls. However, the researchers considered this finding inconclusive because they felt that the amount of use reported by some respondents was unlikely and because the participants who reported lower levels of use appeared to have a slightly reduced risk of brain cancer compared with people who did not use cell phones regularly (4–6).

In conclusion: It is still unclear whether use of cellular technology is associated with an increased risk to develop malignant and benign tumors, but taking into account the results of recent studies, the Ministry of Health adopts the precautionary principle and follows the recommendations listed in the “Ministry of Health Recommendations” (below).
A 2012 study by NCI researchers (25) compared observed glioma incidence rates in U.S. SEER data with rates simulated from the small risks reported in the Interphone study (6) and the greatly increased risk of brain cancer among cell phone users reported in the Swedish pooled analysis (19). The authors concluded that overall, the incidence rates of glioma in the United States did not increase over the study period. They noted that the US rates could be consistent with the small increased risk seen among the subset of heaviest users in the Interphone study. The observed incidence trends were inconsistent with the high risks reported in the Swedish pooled study. These findings suggest that the increased risks observed in the Swedish study are not reflected in U.S. incidence trends.
