We couldn't find one legit EMF expert online or anywhere else that would recommend a radiation blocking case or anti-radiation case. Not the Environmental Health Trust or Magda Havas, or Joel Moskowitz, in fact his site, safeEMR cautions against scams and claims for radiation protection.  So if a so-called "EMF expert" is recommending any kind of anti-radiation case, they probably aren't that much of an expert. 
I have not gotten a cell phone, I was gifted a tablet, but it stays off most of the time, I use a desktop PC and my home phone is still landline but cordless. But before we get to the answers, we need to take another (brief) detour to explain how this science has been done with human subjects. To do that, we need to zoom in on a nerdy subject: research methods.

The RF waves from cell phones come from the antenna, which is part of the body of a hand-held phone. The waves are strongest at the antenna and lose energy quickly as they travel away from the phone. The phone is typically held against the side of the head when in use. The closer the antenna is to the head, the greater a person’s expected exposure to RF energy. The body tissues closest to the phone absorb more energy than tissues farther away.
The three most common brain tumor types — and the ones most cellphone and human health studies focused on — are gliomas (malignant tumors of the brain and spinal cord), meningiomas (mostly noncancerous tumors of the membranes surrounding the brain and spinal cord, though a small percentage are cancerous), and acoustic neuromas (noncancerous tumors on the main nerve that leads from the inner ear to the brain). Note that of these, gliomas are the main concern — they generally have more severe outcomes than meningiomas and acoustic neuromas.
As to increases in brain tumors tied to cell phone use, it’s too early to tell due to a lack of hard data, says Dr. Carlo. “We’re never going to see that in time to have it matter. Here in the US, we’re six years behind in getting the brain tumor database completed, and currently the best data are from 1999. By the time you see any data showing an increase, the ticking time bomb is set.”

That mystery probably stokes fears about cellphone radiation instead of soothing them, though — in part because of how we in the media cover the rare and frightening. Recall bias, which can occur when data about prior habits and exposures are collected from study participants using questionnaires administered after diagnosis of a disease in some of the participants. It is possible that study participants who have brain tumors may remember their cell phone use differently from individuals without brain tumors. Many epidemiologic studies of cell phone use and brain cancer risk lack verifiable data about the total amount of cell phone use over time. In addition, people who develop a brain tumor may have a tendency to recall cell phone use mostly on the same side of the head where their tumor was found, regardless of whether they actually used their phone on that side of the head a lot or only a little.
